Representatives with Stellar Renewable Resources met with Richland County Commissioners on Wednesday, Nov. 6 to discuss the Fairview 1 Solar Project. The financial stability of the project was outlined. explaining that it is backed by KKR, one of the largest private equity companies in the world. The experienced team behind the project was also highlighted, saying that there are over 100 years of combined experience in the field of solar energy and that Stellar currently has 53 solar projects in the lower 48 states.
Garett Klone, Stellar representative, went through the design of the 74.5 MW solar project, complimented by a 25 MW 4 battery storage initiative, explaining that the boundaries had shifted for a variety of reasons including feedback from USFWS/Montana Fish and Game, U.S. Army Corps of Engineers, neighbor concerns, etc. It covers approximately 615 acres over an 1100-acre area and is situated for interconnection at the MDU/WAPA Fairview West 115KV substation just across Highway 201.
The project is currently working closely with WAPA as it undergoes NEPA studies including multiple environmental and cultural aspects. Weather stations have been installed to gauge wind speed and other factors which will help determine the actual structure of the project. The design could also possibly change due to pipelines in the area. The men expressed confidence in the environmental assessment process and said they would address concerns such as increased setbacks as needed. A March 2026 to December 2026 time line was given as the earliest possible completion.
The project is expected to create approximately 100 construction jobs and $40-50 million in tax dollars to Richland County over its lifetime based on the current mil levy. They did indicate they would be asking for a tax abatement period down the road. One maintenance employee would be full time after construction is completed. No disruption of traffic is anticipated on Highway 201.
Fire concerns were also addressed, saying that the company would not hold landowners liable for a fire that went through their facility, unless it was intentionally set, and that their insurance would cover any damages.
It was emphasized that the company wants to be a good partner to the community, with development done the right way in conjunction with the county and the community.
