In June 2019, the McKenzie County Job Development Authority (JDA) announced the start of a new program designed to help defray infrastructure costs for qualifying housing projects in McKenzie County. The program has proven to be beneficial by providing a development subsidy of up to $50,000 per single-family house in McKenzie County.
Now, after seven months since the start of the JDA Housing Development Subsidy Program, the board has evaluated the progress of the program and would like to implement a new program called the Shovel-Ready Lot Program. This program would have the ability to provide more housing opportunities for homebuyers in McKenzie County.
The problem with the existing housing program is it has not triggered residential construction that has the ability to benefit from economies of scale and provide a cross-section of in-demand, affordable single-family housing products located on efficient to serve lots in residential subdivisions.
It is because of these reasons that the McKenzie County JDA is accepting formal proposals from residential developers wishing to participate in the 2020 JDA Shovel-Ready Lot Program.
The goal of the 2020 JDA Shovel-Ready Lot Program is to provide 90-110 affordable shovel-ready lots in 2020 through JDA sponsored public infrastructure development in established or new residential subdivisions.
According to the JDA board, a successful project will be deemed as a project where all public infrastructures is substantially completed, and 60% of eligible lots are sold by October 31, 2020, and 60% of the lots sold contain houses that are considerably completed within one year after the date of substantial completion of public infrastructure. Two years after substantial completion of public infrastructure, 100% of housing units need to have construction started, or lot assigned bonds for public infrastructure.
There will be a presentation and an opportunity for public comment on this program on Monday, Jan. 6, at 12 p.m. at the Commissioners' Room of the McKenzie County Courthouse
