    Test flows from Fort Peck Dam will be at 10,000 cubic feet per second through mid-June, according to the U.S. Army Corps of Engineers. Test flows reached 18,000 cfs in Wolf Point on Wednesday, May 1, and held for three days.     On April 29, the Sidney Police Department arrested William Thomas Garrad, 32, Sidney, in relation to the string of vehicle break-ins in Sidney over the last few months. Garrad was charged with two counts of criminal possession of dangerous drugs, both felonies; one count of criminal possession of drug paraphernalia, a misdemeanor; one count of theft of property exceeding $5,000 or common scheme, a felony; and one count of burglary, a felony.     In an effort to bolster the supply of newly constructed homes, Watford City has passed the Homeowner’s Two-year Property Tax Exemption, approved by the City Council on April 1. This new program, in compliance with N.D.C.C. § 57-02-08(35), allows a property tax exemption for a maximum of $150,000 in dwelling value; exclusive of the land on which the home is situated or any special assessments.
