    On April 29, the Sidney Police Department arrested William Thomas Garrad, 32, Sidney, in relation to the string of vehicle break-ins in Sidney over the last few months. Garrad was charged with two counts of criminal possession of dangerous drugs, both felonies; one count of criminal possession of drug paraphernalia, a misdemeanor; one count of theft of property exceeding $5,000 or common scheme, a felony; and one count of burglary, a felony.
