Leland was born January 14, 1944, in Sidney, Mont., to Tony and Mary (Link) Leland.     The U.S. Department of Agriculture recently announced that it will accept 3.9 million acres offered nationwide under Farm Service Agency’s 43rd Conservation Reserve Program general signup.
