Cathy was born in Idaho Falls to Emanual Jacob (EJ) and Eveyln J. (Wages) Frey on April 5, 1952. As the 3rd of six children, she had a happy and lively childhood and remained in Idaho until moving to California during her late teens. In Long Beach she met her future husband, Alan Blackwell, while he was serving in the Navy. They wed in October of 1969 and had two children, Felicia and Christopher.
