    Signup for the 2013 Fall Hunter Safety Class will be August 13, 2013 at the Richland County Extension Office at 6 p.m. All students who are 12 years of age or older or will turn 12 years of age during the coming hunting season may sign up.     Earthstone Energy, Inc., based in Denver, Colorado, recently paid a $6,335 penalty to the Montana Department of Environmental Quality (DEQ) for failing to register oil and gas wells in Richland and Sheridan Counties as sources of air pollution and for failing to install vapor emission controls on two wells. Registration of the thousands of oil and gas wells in Montana and vapor controls are necessary so that DEQ can limit the amount of pollutants that are released into the atmosphere.     Major repairs on the dam at Cow Creek Reservoir near the Bear Paw Mountains south of Chinook have been completed, and the reservoir has been refilled and stocked with more fish. The 85-acre water body is located on private property within the Sand Creek Ranch.
