    USDA Farm Service Agency (FSA) Administrator Juan M. Garcia today encouraged farmers and ranchers to enroll for the 2013 Direct and Counter-Cyclical Payment Program (DCP) or the Average Crop Revenue Election Program (ACRE) before the deadline.
