    According to a press release sent out by the McKenzie County Sheriff’s Office, there was an explosion and fire at the Elk Salt Water Disposal on Feb. 10 at 10:26 p.m. The disposal is located north of Alexander near the intersection of Hwy 85 and 35th St. NW. Elk Disposal is a place where truckers hauling production water, an ongoing byproduct of oil field activity, can dump their load in an ecologically safe manner.     The Richland County DES finished the County and City Hazard Mitigation Plan on Jan. 9. According to the letter penned by Emergency Manager Brandon Roth, the Richland County Hazard Mitigation Plan is a document and plan that defines the larger hazards, both manmade and natural, that Richland County may face.     Samantha Berry, the former administrator of Savage Sunrise Manor, made her initial appearance in court on Jan 30 in Sidney. Berry is being charged with embezzling over $30K in August-November of 2022. According to a Jan. 12 court document, Berry began working at the manor in August of 2022. The previous person handling the finances for the business retired in mid-September and then Berry took over.     The Richland County Food Bank had a record-breaking day on Thursday, Jan. 26, 2023. It may soon be needed even more. On Jan. 26 the food bank had the most uses per day with 15 different clients, nine of which were first-time families.     Centre Theatre has changed ownership, again. This time the owners are a little more local than before. Joe Kessel owned the Centre theatre in Sidney for 12 1/2 years. Kessel purchased it in 2010 and hired Sharisse Slade to manage it while he and his wife ran their theaters and bowling alley in Glendive, where they live.     During the Chamber Banquet on Monday, Jan. 16, Sidney Mayor Rick Norby mentioned we need to thank Joel Krautter for helping get oil funds back. Norby was talking about HB 656. The bill was brought to the Montana House in the 2019 session to counteract the part of HB 228 that was passed in the 2017 session to divert oil and gas revenue from taxes in counties with oil and gas production and use it for sage grouse stewardship.
