    Regulations for subdivisions in Richland County were the topic of a public hearing held on Aug. 7 in the County Commissioners’ chambers.     In the style of the new cattle barn and the 4-H and school exhibit buildings, the new addition to the Event Center has the look of a barn on the outside.     Construction on Holly at 9th St. SW will soon bring a Dollar General store to Sidney. According to City Building Inspector/Fire Marshall Kale Rasmussen, the 12,480 sq. ft. building should go up quickly.     The City of Sidney has received a $1,277,685 FEMA BRIC (Building Resilient Infrastructure & Communities) grant to cover 75% of the cost for the Sidney Meadows Storm Drain Project. The City was also awarded their portion of the required match, $511,074, in State of Montana Resiliency dollars, covering the entire cost of the project other than engineering.     The EPA requires documentation of water pipes from all entities, whether municipal or private, to determine if there are lead pipes being used for the water supply to homes. After the disaster in Flint, MI, and other areas of the country, the EPA is taking needed steps to eradicate all leads pipes and prevent that type of contamination in all parts of the country.
